Acceptance of Terms

Welcome to the official portal of the Office of the Chief Minister, Tamil Nadu ("Portal"). These Terms of Service ("Terms") govern your access to and use of this Portal, including all content, features, and services available at https://vijayinstitute.live/.

By accessing, browsing, or using this Portal in any way — including submitting applications or contact forms — you confirm that you have read, understood, and agree to be legally bound by these Terms and our Privacy Policy.

Permitted Use of Portal

This Portal is provided exclusively for lawful, non-commercial civic purposes. You are permitted to:

• Browse information about government schemes and financial aid programs.
• Submit genuine applications for eligible government welfare schemes.
• Contact the office through official communication channels.
• Download and share publicly available informational content with proper attribution.
• Access the Portal for personal, non-commercial, civic purposes only.

Eligibility to Apply

To submit an application through this Portal, you must meet all of the following criteria:

Eligibility criteria vary by scheme. Meeting the portal's general eligibility does not guarantee approval for any specific scheme. Final eligibility determination rests with the concerned government department.

Your Obligations

By using this Portal, you agree to the following obligations:

• Provide accurate, complete, and truthful information in all forms and applications.
• Keep your contact details (mobile number, email) up to date so we can communicate application status.
• Submit applications only on your own behalf or as a legally authorized representative of the applicant.
• Not submit duplicate applications for the same scheme using different identities or Aadhaar numbers.
• Promptly inform the concerned department of any change in circumstances that affects your eligibility.
• Comply with all applicable Indian laws and regulations while using this Portal.

Prohibited Conduct

The following activities are strictly prohibited and may result in legal action, permanent disqualification, and/or criminal prosecution:

• Submitting false, forged, or fabricated documents or information in any application.
• Impersonating another person or submitting applications using someone else's Aadhaar or identity without authorization.
• Attempting to hack, disrupt, or gain unauthorized access to the Portal, its servers, or databases.
• Using automated bots, scrapers, or scripts to mass-submit applications or harvest data.
• Selling, transferring, or sharing application access or scheme benefits with third parties for commercial gain.
• Uploading or transmitting malware, viruses, or malicious code through the Portal.
• Using the Portal to conduct any activity that violates the Information Technology Act, 2000 or any other applicable Indian law.

Accuracy of Submissions

You are solely responsible for the accuracy of all information submitted through this Portal. The Office of the Chief Minister reserves the right to:

• Reject applications that contain incomplete, inaccurate, or inconsistent information.
• Verify submitted information with relevant government databases including UIDAI, Revenue Department, and Banking institutions.
• Cancel approved applications and recover disbursed amounts if fraud or misrepresentation is discovered after approval.
• Blacklist applicants found to have submitted fraudulent applications from all future government scheme benefits.

Intellectual Property

All content on this Portal — including the design, layout, graphics, text, logos, scheme branding, and downloadable materials — is the intellectual property of the Office of the Chief Minister, Tamil Nadu, or its licensed content providers.

Third-Party Links & Services

This Portal may contain links to external government portals, UIDAI services, banking partners, or other third-party websites. These links are provided for your convenience only.

We have no control over the content, privacy practices, or availability of third-party websites. A link to an external site does not constitute endorsement of that site or its content. We are not responsible for any loss, damage, or security breach resulting from your use of any third-party website.

When you click a link that takes you away from this Portal, you are subject to the terms and privacy policy of the destination website.

Suspension & Termination

We reserve the right to suspend, restrict, or permanently block access to this Portal — without prior notice — to any user or IP address that we reasonably believe has:

• Violated any provision of these Terms.
• Submitted fraudulent or misleading information.
• Attempted to compromise the Portal's security or integrity.
• Engaged in any conduct harmful to other users, government systems, or the public interest.

We also reserve the right to discontinue, temporarily suspend, or modify the Portal or any of its services at any time for maintenance, upgrades, or policy reasons, with or without notice.

Governing Law & Jurisdiction

These Terms shall be governed by and construed in accordance with the laws of the Republic of India, including but not limited to:

• The Information Technology Act, 2000 (and its amendments)
• The Digital Personal Data Protection Act, 2023
• The Indian Penal Code, 1860
• The Prevention of Money Laundering Act, 2002

Any dispute arising under or in connection with these Terms shall be subject to the exclusive jurisdiction of the competent courts in Chennai, Tamil Nadu, India.
